CI の設定を疑って直しにかかると、いくらでも時間を溶かせる場面だった。エラーメッセージが指すもの(証明書)と、実際に足りないもの(アカウントの状態)が違う。先に読んでいた6項目のおかげで、原因の見当がついた。

2と3は、個人事業主には存在しない。法人登記がないので登記簿は発行されず、雇用関係がないので雇用証明書もない。日本語の本文の中に、Official Certificate of the Corporation from the Company Register issued by the Ministry of Justice ——法務省が発行する法人登記簿——という英語が、訳されないまま残っていた。
本記事は 2026年8月24日から9月16日までの記録である。画面もメールの文面も実際のものだが、D-U-N-S 番号・登録ID・チームID・電話番号・住所・氏名は伏せてある(引用文中の氏名は〇〇と置き換えた)。8月24日に自力で弾かれたときの画面と、9月2日のエラー画面は当時保存しておらず、後者は文面を正確に再現したものを掲載している。 App Store 上の表示名が屋号に変わったかどうかは、本記事の時点でまだ確認していない。 Apple の審査基準や運用は変わることがある。同じ手順で同じ結果になるとは限らない。

How a Japanese sole proprietor with no corporate registration moved to an Apple organization account
"A sole proprietor can't get an organization account" — as long as you apply on your own, that is correct. I was rejected once, and I gave up once. But going through support, the outcome was different. Midway I was asked for documents that don't exist for a sole proprietor (a certificate of employment and a corporate registry extract) and nearly stalled a second time, yet the migration to my trade name completed in 24 days. It cost nothing extra. Here is the whole sequence, with the actual screens.

I tried to enroll as an organization, and was turned away
The Apple Developer Program comes in two types, Individual and Organization. I wanted to ship apps under my trade name, so I chose the latter.
I already had a D-U-N-S number, and Apple's form did recognize the number itself. Even so, I couldn't proceed. The reason was that my legal form on the D&B record is not a corporation, and the screen told me that sole proprietors must register as individuals.
That day I enrolled as an Individual instead. ¥12,980 per year. At that point I had given up on registering under the trade name.

I asked support, and got a question back
I contacted Apple Developer Support saying I wanted to move from an individual account to an organization account. I expected to be turned away at the door; instead, all that came back was a single question.
We have received your inquiry regarding moving from an individual account to an organization account. We would be happy to assist you. — Are you the founder or a co-founder of your company?Apple Developer Support
The same day I replied that as a sole proprietorship there are no co-founders, and I am the sole founder. I also listed the documents I could provide — my notification of business commencement (kaigyo todoke, the filing that registers a sole proprietorship with the tax office), my D-U-N-S registration details, and a website and email address on my own domain. At this point, the fact that I was a sole proprietor had been communicated.

Six items were laid out. Two of them were things I would lose
Apple sent six items headed "before we begin the migration," asking me to reply once I was ready. They read less like conditions than like things to be aware of.
Two-factor authentication must be enabled. — It was.
You must have a working website and domain tied to the business. — The site was already live, and my registered email was on the same domain.
During the migration, "Certificates, Identifiers & Profiles" becomes unavailable. No access to certificates or profiles. App Store Connect still works.
Once the migration completes, the organization name applies to every app you distribute.
Sales and Trends data from the individual period will no longer be viewable.
Revenue earned before the migration is paid to the bank account on file when the migration starts.
The last three are the kind you can't get back, but I hadn't published a single app on the App Store yet and my revenue was zero, so I judged there was no real harm. If your account already has sales, this is the part to read carefully.
For the third item, I checked first that no work of mine would be affected. — That estimate, however, turned out to be wrong a few days later.

The representative wrote that they had gone ahead and started the process, and a registration email arrived from the system as well. A migration notice also appeared on the account page.

The link in the notice led to a form for entering the legal entity name and D-U-N-S number.
There is a note on the right side of the screen: "If you are a sole proprietor not registered as a legal entity, you will be registered under your formal personal name." — the same condition that blocked me on August 24, written right here as well.

The values I entered match the D&B record. It was not a typo. The number was recognized, and then judged "not a legal entity."
Support had started the process for me, and inside that very process I hit the same wall. This was a point where I could have concluded that incorporation really was required, and turned back.

What I sent was not "I got an error, please explain." It was a message laying out the history in chronological order. It came down to one point.
As of August 27, I had already told you that this is a sole proprietorship. My understanding is that the migration was started on that basis. If the process then stops because you cannot confirm that I am a legal entity, had I been told so on August 27, I would not have requested the migration at all.
Nothing in it was written to assign blame. It was only dates, and what I had said on each of them. Alongside that I asked four questions — whether a sole proprietor can complete this at all, whether Apple can do something on their side if not, whether it would be treated as a cancellation, and what happens to the account while it sits stalled.

Nothing about my corporate registration changed in those two days. What changed was only how Apple handled it.

When I entered the details again, the entity name and D-U-N-S number were shown as already confirmed and could no longer be edited. I moved on and entered the address, website, and phone number.
The address has to match the D&B record. Mine is registered there as a single line, so I split it up to fit the form's fields.

Acceptance and approval are different things. At this point the account name had not switched over yet. I decided to hold off submitting anything to App Store review until the completion notice arrived — publishing in the middle could put an app into the world under my personal name.
I thought that was the end of it, but five days later I would stall once more.

The third item hit
The build broke exactly where I had estimated "no impact"
I went to run an iOS build in CI, and it failed at the signing stage.
Set up signing GET api.appstoreconnect.apple.com ... returned 403: Unable to find a team with the given Team ID '……' to which you belong.
Further down the log there was also a "certificate not found" message, but that is a consequence, not the cause. On line zero, the request to Apple itself is rejected before any certificate is looked for. Opening "Certificates, Identifiers & Profiles" in a browser produced the same message.
This screen is unavailable during the migration — precisely the third item I had read on August 31. At the time I estimated that no work of mine would be blocked, and then on this day I had a reason to run a build, and hit it.
This is the kind of situation where you can burn any amount of time suspecting and "fixing" your CI configuration. What the error message points at (a certificate) and what is actually missing (the state of the account) are not the same thing. Having read those six items beforehand is what gave me the cause.

Documents that don't exist
Three documents were requested, and two of them did not exist
Five days after acceptance, Apple asked me to submit documents.
We are unable to verify your identity and your relationship to the entity being registered. To proceed with the registration, please submit copies of the following documents. 1. The applicant's government-issued photo identification 2. The applicant's certificate of employment 3. A certificate of corporate registration (full historical record or current record) issued by the Legal Affairs Bureau for HY STUDIOApple Developer Support
Items 2 and 3 do not exist for a sole proprietor. With no corporate registration, no registry extract is issued; with no employment relationship, there is no certificate of employment. Embedded in the otherwise Japanese message, one phrase had been left untranslated: Official Certificate of the Corporation from the Company Register issued by the Ministry of Justice — a corporate registry extract issued by the Ministry of Justice.
I did not take the option of writing my own certificate of employment. Explaining why a document doesn't exist is more defensible than manufacturing a piece of paper with nothing behind it. The plan had two parts. Submit the two things I do have — My Number Card (Japan's national ID card) as photo identification, and my stamped copy of the notification of business commencement as evidence that the business exists — and write the reasons the others can't be produced in the notes field. Then explain the same thing to the representative by email. The same message delivered twice.

The upload failed three times. No reason is displayed
Submission goes through a dedicated upload page, not email attachments. Each file has a "notes" field, so the document and its explanation travel together.
Both files rejected. The text in red says only "There was a problem processing your request" — no reason given (name redacted).
Every failure produced that one sentence and nothing else. Here is what I ruled out, in order.
Size was irrelevant. The file that failed was 76KB, one sixty-fifth of the 5MB limit. The format was PDF, which meets the conditions stated at the bottom of the page (JPG, PNG, TIFF, PDF).
Two things did matter. One was the file name: マイナンバー.JPG and 開業届+受信通知.pdf both failed. Renaming them to ASCII — id.pdf and kaigyo.pdf — got one of them through. The other was the length of the notes field: the one that still failed after renaming went through once I shortened the note.
As a result, the reasons the documents can't be produced did not fit in the notes field. What was meant to be delivered twice ended up delivered once. I made up for it in the email.

What came back was not a rejection, but a question
Two days after submitting, a reply arrived.
You provided your My Number Card and your notification of business commencement, but no certificate of employment or certificate of enrollment was included. Looking at the notification of business commencement, [redacted] is listed as the representative; may we understand that a certificate of employment or certificate of enrollment cannot be issued / is not issued in your case?Apple Developer Support
They had read the notification of business commencement. Having read it, they were checking whether the correct understanding is that no certificate of employment is issued because the applicant is the representative. That is a visibly different treatment from the boilerplate of September 9.
The same day I replied confirming that this was correct. I also wrote, unprompted, that the registry extract is likewise not issued because there is no corporate registration. Of the three original documents, that one had not yet been touched on. As it turned out, the registry extract was never raised again.

The route of "explain why you can't provide it" really was available. When asked for documents that don't exist, not treating it as a dead end and simply explaining the facts is what carried it through.

The final screen was not "new enrollment" but "assignment of rights"
All that remained was agreeing to the license agreement and purchasing the membership. Here the screen turned out to contain something other than what I expected.

This is not a new enrollment. It is an agreement carrying the existing contract over from the assignor (the individual) to the assignee (the trade name). There are two checkboxes because you consent in both capacities, assignor and assignee; when the same person is both, you tick both.
Reading the clauses, three of them bite later. One is banking, payment, and tax information: now that the account name has changed, the responsibility to re-register these under the organization is mine if I want to sell paid apps. Another is metadata and copyright notices, and this one carries an explicit deadline — within 30 days of the assignment date. The last is the clause stating that liabilities arising before the assignment do not disappear from the individual either.
And the purchase screen never appeared. Consenting completed the process.

It's under the trade name now. There was no additional payment

The renewal date is August 24, 2027. Exactly one year after August 24, 2026, when I enrolled as an individual. The existing term carried straight over, and I did not end up paying ¥12,980 twice. Given that this was an assignment of rights, that follows — but I had no proof of it until I pressed the consent button.
The Team ID didn't change either. The CI that stopped with a 403 on September 6 can be run again as-is, with no configuration rebuilt. It is the same team, with only the name switched to the organization.
Counting from the day I enrolled as an individual, that was 23 days; from the day I requested the migration, 14 days.
If you're in the same position
Don't let "I applied myself and it failed" stand as the conclusion. A different route can get different handling. Here, the self-service application was rejected and the support-led migration went through.
Being asked for documents that don't exist is not a dead end. Neither a corporate registry extract nor a certificate of employment exists for a sole proprietor. There was no need to fabricate anything: I explained why they can't be produced, submitted photo identification and my stamped copy of the notification of business commencement, and it went through. Which of those carried what weight, I don't know.
Settle the things you weren't asked about in the same reply. They only brought up the certificate of employment, but I wrote that the registry extract couldn't be produced either. After that, the registry extract was never raised again.
On the second inquiry, I wrote the history in chronological order. The first time I only conveyed the text of the error, and what came back was "please register as an individual." The second time I laid out the dates, and the adjustment came after that. That is only the order in which things happened; I have not verified causation.
All I wrote was dates and what I had said on each of them. There was no wording pointing out any failing on their part. Whether that mattered, I don't know — there is nothing to compare against, so that is all I can say.
Keep the pre-migration list of items at hand until the very end. You are told in advance that the certificates screen becomes unavailable, but not that it will surface as a 403 in CI. What the error message points at (a certificate) and what is actually missing (the state of the account) don't always match.
"No impact right now" is not "no impact ever." Work you have no plans to start can still come up while the migration is running. How long the restriction lasts is not yours to decide.
The final agreement was not a new enrollment but an assignment of rights. That is why the existing term carries over and you don't pay the annual fee twice. The clauses also spell out obligations, though: updating tax information after the assignment, and correcting metadata within 30 days. They're worth reading before you consent.
This article records the period from August 24 to September 16, 2026. The screens and the email text are the real ones, but the D-U-N-S number, enrollment ID, Team ID, phone number, address, and names are redacted (names in quoted text are replaced with a placeholder). I did not save the screen from the self-service rejection on August 24 or the error screen from September 2; the latter is shown as an accurate reproduction of the wording. Whether the display name on the App Store has changed to the trade name, I have not checked as of this writing. Apple's review criteria and operations can change. The same steps will not necessarily produce the same result.
